Duque to mayors: Return health services' supervision to DOH



MANILA -- Health Secretary Francisco Duque III on Thursday said Metro Manila mayors, whose local government units have been ineffective in the delivery of health services, should return their supervision to the Department of Health (DOH).

During the Metro Manila Council Meeting in Makati City, Duque said certain LGUs have been ineffective in supervising their health services.

“Iyong may mga mauunlad na sistema ng health services na LGU ay hindi na kailangan na ibalik sa DOH pero iyong mga lugmok na LGU pagdating sa delivery ng health services ay dapat nang ibalik (Health services systems that have been effective need not be returned to the DOH except those LGUs which are ineffective with regard to the delivery of health services),” he added.

In line with this, Duque suggested to have the local government code amended to accommodate such changes.

Under the local government code of 1991, the health services were devolved to the LGUs. It included the provision, management and maintenance of the health services at the different levels of LGUs.

However, the DOH remains the "institutional steward of the nation’s health system" and it has the authority to provide coherence and direction in enhancing operational effectiveness of local health systems towards improved health status in localities.
