2,280 ‘lateral entry’ cops sworn in as PNP line officers



A total of 2,280 members of the Philippine National Police (PNP) Officer Corps were inducted into the police service via lateral entry as Line Officers and Technical Service Officers on Monday.

“I confirmed the appointment and administered the oath of office to 456 professionals appointed as Technical Service and Line officers in National Support Units stationed in the National Headquarters. Simultaneously, 125 more line officers were inducted into the PNP Special Action Force, and 2,251 more in the different Police Regional Offices,” PNP chief, Gen. Oscar Albayalde, told reporters in press briefing at Camp Crame.

“These technical service and line officers were appointed to the entry level rank of Police Lieutenant and Police Captain, according to their professional qualifications as lawyers, doctors, dentists, chemists, psychologists, criminologists, information technology officers, medical technologists and nurses,” he added.

In another nationwide simultaneous mass-oath taking ceremony also on Monday, Albayalde said the PNP confirmed the promotion of 642 Police Commissioned Officers and 55,671 Police Non-Commissioned Officers promoted to the next higher grade of Police Corporal to Police Lieutenant Colonel under the first semester regular promotion program for 2019.

“The mass promotion of 56,313 police personnel syncs well with the morale and welfare policy of the PNP that gives due recognition to good performance vis-à-vis the policy of organizational discipline that applies an institutional system of reward and punishment,” Albayalde said.

Meanwhile, National Capital Region Police Office (NCRPO) head, Maj. Gen. Guillermo Eleazar, on Monday administered the donning, pinning and oath taking of newly-promoted NCRPO personnel held at NCRPO Grandstand, Camp Bagong Diwa, Bicutan, Taguig City.

A total of 180 NCRPO Headquarters personnel were promoted, 19 personnel to the rank of Police Lieutenant Colonel; 19 to the rank of Police Major; 1 was promoted to the rank of Police Captain; 27 for Police Inspector; 16 personnel were promoted to the rank of Police Executive Master Sergeant, 33 to the rank of Chief Master Sergeant, 32 personnel were promoted to the rank of Senior Master Sergeant, and 33 were promoted to the rank of Master Sergeant.

Eleazar expressed his congratulations to the first set of the most inspired and most motivated group of promotees and there are still ceremonies to be conducted this week to complete the oath-taking of more than 13,000 promotees.

He challenged them to win the hearts and minds of the people and be part of the work force providing quality service to the people of Metro Manila.

Further, he emphasized that Internal Cleansing Program is not just about getting rid of the misfits and scalawags but it is about creating a culture of pride in the uniform, self-esteem and gaining respect from the community and a culture of efficiency and dedication to work.

In the midst of cleansing the police ranks, these newly promoted police officers are expected to supervise and guard their fellow policemen.
“Whatever is the culture that needs to be changed, this is the right time for you. As the most highly motivated personnel of NCRPO, you should take the lead and serve as good examples in pushing for internal cleansing”, the Metro Manila top cop told the promotees.

He also conveyed his expectations from them to help the NCRPO in achieving more success and accomplishments and gaining the full trust and confidence of the public on the police.

“We are in the midst of placing the NCRPO ahead of the other regions in terms of our abilities to reduce crimes, increase crime solution and clearance efficiencies and the number of criminals arrested and put behind bars, decrease in the volume of drugs circulating in the streets of Metro Manila and increase the arrest of drug pushers and users and increase in the volume of drugs seized and destroyed. I challenge you to be part of this crusade to make the National Capital Region more secure, safer and more peaceful than in previous years,” he stressed.

Eleazar also took the opportunity to address significant number of family members of the promotees who witnessed the ceremony.

He urged them to support their respective family members who are in the service, to continue guiding them and further encourage them to give their best in giving quality police service to the people.
